Main Duties of the Jobholder:
1.Understand company philosophy and policy regarding Occupational Health, Safety and Environment.
2.Have a sound knowledge of China Regulatory safety requirements.
3.Thorough knowledge of the HSEMS and report on its implementation.
4.Provide input for the HSE procedures update.
5.Develop a working relationship with all employees with the aim of obtaining understanding of others ability to comply with HSE Requirements.
6.Be prepared to immediately respond in the event of calls for emergency assistance.
7.Assist or initiate medical treatment of sick or injured employees.
8.Actively participate on Emergency Response Teams.
9.Inform the HSE Supervisor immediately of any reportable incident, or notify HSE Manager immediately in the absence of HSE Supervisor.
10.Observe work groups for "at risk" behaviors and unsafe conditions.
11.Intervene and advise workers if found committing unsafe acts.
12.Observe work groups for compliance with QMW HSEprocedures and Safe Work Procedures.
13.Inspect work areas for unsafe conditions and advise persons responsible for these areas.
14.Observe condition of facility and equipment (cranes, forklifts etc), report deficiencies to relevant Supervisor.
15.If facility or equipment appears in dangerous condition, stop work and inform relevant Supervisor and HSE Supervisor.
16.Maintain accurate records of personal injuries, equipment damage and near miss incidents.
17.Perform incident investigation and produce a timely accurate report in the English language.
18.Following up corrective actions following accidents and inspections.
19.Coordinate Permit to Work issuance and maintain register in absence of PTW Clerk.
20.Gather useful information for Tool Box Safety Meetings, newsletters, and Bulletins.
21.Attend Employee HSE Committee Meeting as assigned by HSE Supervisor.
22.Monitor and assist to both HSE department and field line supervision in the implementation of HSE programs.
23.Conduct HSE assessments for project and facility, ensure report provided and assist the Area in the facility inspection program.
24.Assume the duties of HSE Supervisor in his/her absence.
25.Spend a minimum 85% of time in the field monitoring overall compliance of the yard HSE Program and Procedures.
26.Observe/assist supervision during the delivery of Toolbox Talks.
27.Promote the HSE Programs, HIT, BBSM, Com Card etc. across the facility.
28.Monitor / update HSE Notice Boards and its information.
29.Attend training, HSE meetings and Project Meetings as and when directed.
30.Maintain a professional attitude and set an example to others.
31.Attend and assess Foreman in the conduct of HIT Card Process.
32.Assist with HSE training as required.
33.Other duties as assigned by the HSE Manager or HSE Supervisor.
34.Besides the above-listed, shall be responsible for other duties assigned by department manager or the company.
